Cixi

(1834-1908) Empress of China (r.1861-1908), consort of Emperor Xianfeng. In retirement at the Summer Palace from 1889 onward, she nevertheless dominated the young emperor Tongzhi. She suggested modernizing reforms in 1898 but sympathized with the Boxer Rebellion. She initiated piecemeal reform (1905) but never desired a truly constitutional monarchy.
